The 928 area code was created on June 23, 2001, as a result of a split from the 520 area code. The split was due mainly to population gains in Tucson, Yuma, and Flagstaff, which increased the demand for phone numbers in those areas. The split affected about one million customers who had to change their phone numbers from 520 to 928.

Prior to October 2021, area code 928 had telephone numbers assigned for the central office code 988. However, in 2020, 988 was designated nationwide as a dialing code for the National Suicide Prevention Lifeline, which created a conflict for exchanges that permit seven-digit dialing. To resolve this issue, area code 928 transitioned to ten-digit dialing by October 24, 2021, which means that customers have to dial the area code before the local number for all calls within and outside the area code.

The 928 area code is expected to exhaust its available phone numbers by 2025, according to the North American Numbering Plan Administrator (NANPA).
